Saudi Arabia aims to support individuals during their job search period by providing temporary financial assistance and training programs to improve their skills and increase their chances in the job market. These programs include initiatives such as:
This program aims to assist job seekers by providing gradual financial aid starting at SAR 2,000 per month for up to 15 months. Additionally, it offers various training and employment services to help beneficiaries find suitable jobs.
The program targets two main groups:
Individuals newly entering the job market within the first two years after completing education or training.
Individuals who have been out of the job market for more than two years.
Offered by the General Organization for Social Insurance (GOSI) with support from the Ministry of Human Resources and Social Development, this program helps Saudi citizens and their families in case of involuntary unemployment. It serves as a transitional financial solution by providing a minimum level of income to ensure a decent living, along with necessary training and job search assistance to help beneficiaries find new employment opportunities.
A national e-training platform launched by the Human Resources Development Fund (HRDF - Hadaf) to develop the skills of Saudi men and women and enhance their competencies in line with the demands of the labor market. The platform aims to equip beneficiaries with the necessary job skills to help them secure employment and ensure their career stability.
An on-the-job training program targeting Saudi graduates from local and international universities. The program prepares them by training in government institutions and leading private sector companies, helping them gain the necessary experience and skills to participate effectively in the job market.
Established by HRDF - Hadaf in 1440 AH (2018), this academy aims to train and develop national leaders in the private sector, enabling them to assume leadership positions in businesses across Saudi Arabia. The academy aligns with Vision 2030 by promoting high-quality workforce localization and preparing leaders with creative planning and innovation skills.
An initiative designed to encourage businesses to increase the employment of Saudi nationals. The program classifies businesses with 10 or more employees into four categories: Red, Yellow, Green, and Platinum. Classification is based on the Saudization percentage in each establishment:
Companies with low Saudization rates fall into the Red and Yellow categories.
Companies with high Saudization performance are placed in the Green and Platinum categories.
Performance is evaluated by comparing Saudization rates among businesses of the same category.
This initiative aims to increase Saudization in specific professions based on the number of qualified job seekers available to fill those roles when there are sufficient job opportunities to cover them partially or fully.
The Saudization rate for each profession is calculated using a specific formula, and businesses applying for Ministry of Human Resources and Social Development services must meet or exceed the required Saudization percentage.
The list of targeted professions is regularly updated and expanded based on ministerial decisions to ensure a strategic and gradual approach to Saudization.
This program organizes and empowers productive families economically to help them achieve self-sufficiency and improve their standard of living. It also offers interest-free loans from the Social Development Bank, such as the Family Loan, encouraging families to engage in independent businesses and professions.

The Citizen’s Account Program was created to protect Saudi households from the direct and indirect impact of economic reforms, which may place an additional financial burden on certain segments of society.
The program redirects government subsidies to those who are truly eligible, promotes efficient resource consumption, and ensures that support reaches those who need it the most. The objective is to minimize waste and improve spending efficiency by focusing on the most deserving beneficiaries.
