Riyadh Municipality began in 1356 AH as a small entity with limited resources, responsibilities, and staff. The first person in charge was Mr. Hassan Bukhari, who held the title of “Municipality Director.” In 1375 H, the late King Saud issued a royal decree to change the name of the Riyadh Municipality to “Riyadh City Municipality,” and the first Mayor under this new title was His Highness Prince Fahd Al-Faisal.

Royal Decree No. M/5 dated 21/02/1397 H outlined the functions of municipalities and municipal secretariats under the Municipalities and Villages System as follows
Organizing and coordinating the city according to an approved master plan
Licensing and monitoring constructions and utility extensions
Maintaining the city’s cleanliness, establishing and managing parks and public spaces
Protecting environmental health, filling swamps, preventing floods, and planting protective trees
Monitoring food products, prices, and measurement tools in coordination with relevant authorities
