The Riyadh Municipality is committed to providing advanced services that enhance the quality of life and keep pace with the city’s digital transformation. As part of this effort, the Municipality has launched a free internet service in its headquarters and several public parks, creating a comprehensive digital environment that enables visitors and beneficiaries to access information and e-services with ease.

Objectives of the Free Internet Service

• Supporting digital transformation by providing advanced infrastructure for smart services.
• Facilitating public access to municipal e-services within the Municipality’s headquarters.
• Encouraging social and cultural activities in public parks by offering free internet access to visitors.
• Enhancing the visitor experience by enabling them to work or entertain themselves while spending time in public spaces.

Service Locations

• Riyadh Municipality Headquarters – Supporting visitors in completing their electronic transactions seamlessly through the dedicated guest network.
• Several Public Parks – Improving the visitor experience by providing a fully integrated digital environment. Visitors can check which parks offer free internet service via the spatial portal or the My City app, under the "Parks and Gardens" section. Examples include:

Free Access to Government Applications

Internet service providers in Saudi Arabia offer free access to government applications, making it easier for citizens and residents to use e-services without any cost. The free applications and websites include:

• Balagh App App – Ministry of Commerce
• Asifny App – Saudi Red Crescent Authority
• Sehhaty  App – Ministry of Health
• Fazaa  App – Civil Defense
• Kolonna Amn  App – Public Security Directorate
• Qiyas  App – Qiyas Center
• Citizen Account App – Citizen Account Program

Public Wi-Fi Access Points

To improve internet accessibility in public areas, the Communications and Information Technology Commission (CITC) has established over 60,000 free Wi-Fi access points across Saudi Arabia. The commission has also collaborated with internet service providers to offer coverage maps, allowing users to locate free Wi-Fi hotspots via service provider websites or applications:

• Saudi Telecom Company (STC)
• Mobily
• Zain

Distance Learning & Educational Support

To ensure uninterrupted education—especially during the COVID-19 pandemic—the Saudi government, through the CITC, directed internet providers to grant free access to government educational platforms, including:

• Unified Education System
• Ain National Education Portal

This measure allowed students and teachers to continue their education remotely without incurring additional internet costs.

Internet Services During Hajj

Recognizing the importance of internet access for pilgrims, the Saudi government, in partnership with service providers, has established free Wi-Fi hotspots in key pilgrimage areas. The infrastructure is enhanced to accommodate increased demand during Hajj, ensuring that pilgrims can easily access essential government apps and digital services to facilitate their journey with comfort and convenience.
